Toilet Flap

I hooked my plumbing back up today, and was working on pipes and stuff.......... my toilet pumps water in, but the flap will not open.....
I didn't want to jamb it open......is there a lever inside the toilet that
opens it when the water lever is pulled?     Or is it just stuck?   It has
never worked since I got it, and may have not been moved since
1998.  

How does it work.....?

Dunno about your toilet Dave... mine has a "knob" on it.   But if yours hasn't worked in that long.... would it help if I sent ya a box of Ex Lax?

Never Mind.   It's a Thetford Aqua Matic IV.    It works now....
Somebody had took a dump in it....and with no water hooked up it
sat for a long time.....
Had to soften back up.....so the slide seal could move....
