Ignition Timing

What is the proper way to set basic timing?  :?:  I know that one needs to disconnect (and plug) the vacuum advance line.  But... should the basic timing be done with the engine in neutral or in gear?  I have read of both methods and was wondering what the differences would be between the two.  I do mine by with the engine in neutral by the way.

You're doing it right Conrad.  

The reason some people do it in gear is that they're idling too fast and fudge it tht way.
