2001 American Clipper - Heater/AC Fan Works on High Speed Only

This is a Ford chassis, 32 foot unit.  The front heater/AC fan works only on high speed.  I changed out the switch and the resistor.  No change.  Still only works on high speed.  I would really appreciate advice.  Thank you.

I really hate to sound like a fool but I thought they only built clippers out of dodge and chevy.
