I assume you mean while driving down the road?

You can use a small bungee cord hooked to the vent grank arm to make sure it can't turn.  Figure out where it's at when it's closed, the screw a small eye-screw in place of one of the trim screws in an appropriate place to allow the bungee cord to hold the crank arm tight closed.

I fought with mine too! I ended up putting a new one on that I bought from the Clipper store. These vents are far from a quality piece, maybe good for the 60's/70's but minimal by todays standards. There seems to be a lot of force pushing and pulling on the vent when you drive. I used to drive with mine open but now I don't. Heres a tip that worked for me. I cut a peice of foam 1/2" bigger than the opening, I then insert it into the vent bezel when I drive at higher speeds or have the windows open. In my mind, doing this, blocks the path of the air pressure that is trying to equalize on both sides of that vent. Before the foam mine would shuck and bang and vibrate, but now, it and I are happy campers.

I replaced mine as well. Over time the rivets in the front of the vent lid wear. I ordered a replacement. If my failing memory serves me right I think it was Elysir or something like that. Mel or the current parts person should be able to help you find a replacement

if I drive mine with all the windows up some how they come open, but If I drive with one window down seem to be ok, is there a way or is to much pressure in the cab to make them stay close, the vent about the bed is the one that likes to open while driving.
